The city provides water to residents and businesses from its own water reservoir, Bert T. Combs Lake. Water quality is maintained through comprehensive testing by certified staff with oversight by the Kentucky Division of Water. The city supplies water to 4400 households in Clay County through more than 550 miles of water lines.

Water Connections
For water connection service visit the City of Manchester Water Office located on Bridge Street across from the Public Library in downtown Manchester.
     ·A photo identification and physical (911) address of the service location are required.
     ·Persons renting or leasing must also provide a rental receipt.

Security Deposit
A security deposit securing timely payment of monthly charges is required for new customer accounts.

Water Related Questions and Emergencies
For questions related to service and/or billing contact the City of Manchester offices during normal business hours. Most questions can be answered by telephone. Service related questions can also be discussed with a city representative at the time of a customer’s monthly water meter reading.

For after hour water emergencies call the City of Manchester Police Dispatch at 598-8411 (Extension 4). The after-hours number is ONLY for emergencies such as:

Disconnect/Reconnect Fees

When services are disconnected for non-payment, a disconnect/reconnect fee of $35, plus payment in full of past due balances is required. Partial payments on past due balances does not guarantee service will not be disconnected.

The City of Manchester has a modern sewage system that includes 25 pump stations, almost 100 miles of sewer line, and a state of the art wastewater treatment plant. Regular testing by trained and certified staff ensures that high standards are maintained.

The City of Manchester is determined to create and maintain a clean, healthy and inviting city for residents, as well as, visitors. Whether its trash that is removed to a landfill, yard waste that is turned into mulch, or recyclables that can be used again, the city is always looking for ways to keep Manchester beautiful.

City Ordinance
According to ordinance, t
he occupant or owner of every dwelling unit and every institutional, commercial or business, industrial or agricultural establishment producing solid waste in the city, shall provide sufficient and adequate containers for the storage of all solid waste and bulky rubbish to serve each dwelling unit and/or establishment; and maintain containers in good repair at all times.

Standards for Residential Storage Containers:
     ·Lightweight and sturdy construction; manufactured for residential solid waste.
     ·Constructed of galvanized metal, rubber, fiberglass or plastic; with tapered sides for easy emptying.
     ·Having handles, bails or other suitable lifting devices or features. 
     ·Capacity of not less than ten (10) gallons and not more than thirty-five (35) gallons.
     ·Leak proof, waterproof and fitted with lids that keep water, animals and insects out.
     ·Containers larger than 30 gallons must have wheels or casters to aid in moving. 
     ·Weight of container and contents shall not exceed seventy-five (75) pounds.


Standards for Commercial Storage Containers:

     ·Each business owner, occupant or operator shall provide either dumpster containers or regulation containers (as outlined in standards above).
     ·Containers shall be sufficient in number and size to provide sufficient space for all accumulated garbage and refuse between pickup periods.
     ·Dumpsters shall be waterproof, leak proof and covered at all times except when waste is being deposited or removed. 

Solid Waste Collection, Schedules and Fees
Residential:
     ·City provides collection of solid waste twice each week.
     ·Waste must be contained in disposable plastic bags before placed in containers.
     ·Bags must be leak proof, of sufficient strength to resist tearing under normal handling, tied securely.
     ·Containers are placed curbside for pickup, or if directed by the city, at rear of buildings, in alleys, etc.
     ·Containers cannot be placed more than twelve (12) hours before collection.
     ·Containers must be removed from curb or alley twelve (12) hours after collection. 
     ·Containers and area surrounding them must kept clean, neat, and sanitary at all times. 

Monthly Fee:$10.00 (includes solid waste, recyclables, and yard waste)

Residential pickup schedule:
Monday/Thursday - Courthouse Hill, Downtown, East Manchester, Lyttleton Road, Lucas Road, Squire Marcum Hill, Phillips Drive, Pennington Hill.    
Tuesday/Friday - Town Branch, Millpond, Muddy Gap, Potter Lane, Radio Hill, Green Street Maple Street, Richmond Road, Lovers Leap, Dickenson Street, Marcum Hill, House Avenue, Bridge Street, River Street, Baker Street, Walnut Street. 
Monday/Friday - Old 421, Frog Level.

Commercial
solid waste (dumpsters or containers):

Recycling
Recycling saves energy, conserves natural resources, improves the environment, and strengthens the economy.

Recycling pickup schedules:
     ·Businesses and schools - pickup is Monday through Wednesday, 8:00 am to 4:00 pm.
     ·Residents - may drop off recycling at the City Garage on Memorial Drive, Monday through Friday, 8:00 am to 4:00 pm; OR, contact the city (606-598-3456) for
      pick-up on Wednesdays, 8:00 am to 4:00 pm.
    
Businesses or schools interested in recycling should contact the city for more information. 

Yard Waste
Organic material from yards (grass clippings, leaves, shrub trimmings, and tree limbs) takes up valuable landfill space and costs residents thousands of dollars in landfill fees. The city encourages residents to utilize organic yard materials for mulch, etc. when possible.

Residents unable to utilize their yard materials should contact the city for pickup and comply with the following:  
     ·Tree limbs must be less than four (4) inches in diameter. 
     ·Lumber and brush shall be securely tied in bundles not larger than forty-eight (48) inches long and eighteen (18) inches in diameter when not placed in storage
      containers.
     ·Weight of any individual bundle shall not exceed seventy-five (75) pounds.
     ·Yard wastes shall be stored in containers and maintained to prevent the dispersal of waste upon the premises served, upon adjacent premises, or upon
      adjacent public right of way.
     ·The weight of any individual container and contents shall not exceed seventy-five (75) pounds.       

Other Waste
Contact the city (606-598-3456) for information regarding the disposal of appliances, electronics, furniture, glass, large metal items (swing sets, pipe, etc.), tires, fluorescent bulbs, windows and doors, etc.  
 
Contact the city for removal of small animal carcasses such as cats, dogs, rabbits, squirrels and rats located in the public right of way. This service is not provided on private property.  

Roll-off Dumpsters
Persons involved in new construction or remodeling may rent a roll-off dumpster. A 30 cubic yard open-top dumpster (maximum 6 tons) costs $525.00 (includes setting and one dump) plus a daily rental fee of $3.50. Contact the city for more information.

Monthly Water, Sewer and Solid Waste Billing 
  
Residents and businesses receive a monthly bill combining their appropriate water, sewer and solid waste fees.     
     ·Bills are mailed on the last day of each month and due in full on or before the 10th of the following month.
     ·Bills paid after the due date are assessed a 10% penalty for water and sewer rates.
     ·Payments may be made by mail with a personal check or money order. Please do not send cash through the mail. Mail payments to the City of Manchester,
      123 Town Square, Manchester, Kentucky 40962.
     ·Payments can be made in person at the City of Manchester Water/Tax Office located on Bridge Street across from the Public Library in downtown Manchester.
      Office hours are 8:00 am to 4:30 pm, Monday through Friday.

Unpaid Bills
     ·Bills are considered delinquent if payment is not received within thirty (30) days of the due date.
     ·The city may terminate all utility services provided by the city until payment is received.
     ·When services are disconnected for non-payment, a disconnect/reconnect fee of $35, plus payment in full of past due balances is required.
     ·Partial payments on past due balances does not guarantee service will not be disconnected.

Return Check Fee
The city assesses a return check fee of $30.
